Yes, it cheaper than Porto and Lisboa and has almost everything. Everything is
relatively close, so you can only go by foot.

It's a little difficult to find an apartment, because there are many students and not so many apartments. You should definitely contact some agency here to find an apartment.

Around 200-250 euros just for accomodation.

To Lisbon than take a bus to Viseu

ICE club on Wednesday and Saturday, NB Thursday and Tuesday.
