Not really too much to do but the university is open till late in the evening and if you are hier for your master and you want to finish in 2 years you must study during the week and in the weekend you can go somewhere with friends (the majority of the students are foreigners and stay hier also in summer) you reach milan in 50 minutes , Parma in 45 minutes, venezia in 2 hours, also Genova in 2 hours by train. So you can reach a seaside in 2 or 3 hours, the mountains in the same time and when there is snow is very nice. In spring and summer there are a lot of country fests with food and music in the villages around piacenza .There are 6 or 7 places where you can have a beer in the city centre,while for a dinner with friends there are many places. Prices for a lunch is cheaper then a dinner (even if you eat the same things, for lunch many places offer a menu for 10 -15 euro , first course, second course,glas of wine,coffee. for dinner from 18 till 40 euro.  A room in a residence costs betwen 280, in a double room, till 380 for a single room ,in a shared flat about the same if you want to livr in the city centre , while If you choose to stay outside the centre the accomodation is cheaper between 200 and 300 but in the evening after 9pm in some place no buses so you stay at home or use a bike( but winter could be very cold, minus 6-8) some years in october is still not so cold but maybe it is cold till march. Summer is warm till plus 32 degree but you have some swimmingpools or go to te hills around (in 20 minutes by bus you can reach nices villages).
