There are some budget friendly accommodations.
How much does it cost to live in Tbilisi?
Well, I assume you are not renting a whole apartment for yourself alone, J would say less than 500 dollars a month.
Is the language easy to get to grips with? Are there language courses available at the University?
Language is not easy. There are courses you can take. But if you speak Russian, you are good to go.
What's the easiest or most economical way to travel to Tbilisi from your city?

Where would you recommend to go on a night out in Tbilisi?
Lots of great restaurant and clubs.
And for eating? Can you recommend some good restaurants in Tbilisi?
Sure, the best " khinkali " I ate in Thilisi was in the restaurant called " the bean house " it's between Tbilisi and Mskheta. You can take the minibus there.
What good cultural sites are there to visit?
Georgian Dancing.
