Frankly speaking, it does rain a lot and winter can be pretty miserable if you happen to like warm and cosy places but the secret behind all this Irish green's greeness is that every half hour the sun actually shows up and sometimes stays visible for longer periods. Christmas time is just charming: everything looks like on a postcard. Not to mention that Ireland is the birthplace of Halloween (at which point I wanted to highly recommend the course on Irish Folklore). Irish people are very friendly and open-minded. There are a lot of international students in the UL and they have a very well-organised society. There are a lot of clubs and societies generally speaking, and the Student's Union does a great job.
I rented an apartment with five Irish girls and I loved the experience. Last, but not least, the UL campus is beautiful. Very green. It is a perfect place for people who like walking/hiking. Plus, if you happen to be Polish, there is a large Polish community in Limerick, there is a Polish church, Polish shops, a Polish pub, etc.
On the other hand, Ireland is a very expensive country and the UL is outside the city proper so you either walk there (40-45 minutes of a brisk march) or take a bus (two years ago it was 1,20-1,60 EUR per ride). I recommend renting a room outside the campus (I lived in Castletroy). It is much cheaper and usually the students are past their freshmen-year.
