Agressiv staff, not welcoming international students

I came to the University of Udine as a student in an international Master's program. The university refused to enroll me as a normal student, because I'm not Italian and just enrolled me under an (illegal) exchange student status. The university knew, that I'm not enrolled in any other university and therefor legally can not be an exhange student. When I asked them about that, they were shouting at me, that they know better. The international student service (ISS) is very rude, arrogant  and aggressive, hardly speaks englisch and is trying everything (legal or not) so that you don't have the same rights as Italian students. The ISS is obviously not trained in communication and will of course not provide documents in englisch and often cantact you in Italian (if you are lucky). Otherwise they just sent mails with numbers and you are supposed to answer to that.

The educational level is OK but not too high and exams are very easy to pass. Lectures that should be English are 40-60% in Englisch, but that depends on the professor.

Remember that Udine has a lot of rain. One of my old universities in Germany had only about 1/3 the rain Udine has.
