Can you take part in one Erasmus Exchange if you are from another country?

Supposse you are for example, let say Swiss and then you apply in one activity where Austrian participants can take part. 

My question is: Can you take part in this activity if you decide to travel from Austria to the activity? Or under what basis can this be determined ?
