There are lots of sightseeings in Hanoi. However it is not easy for a foreigner to live in Hanoi.
Transportation is bad, traffic jams occur often. In addition, the only public transport is bus. Most people travel by motorbikes.
There is no timetable for buses. Sometimes buses do not stop at specified bus stops because they are full of commuters. Prices are normally high.

I would say that with 350 USD for month you can have quite a good life in Hanoi.

Foods is delicious. My favourite food is strong>noodle with beef (Pho in Vietnamese).
