New Student Needs Help!

Hello, I am Alaa Abousamra from Egypt, I will be at Santiago De Compostela for 3 years to study Business Management (PHD) starting from July 2013. I will bring my family with me and I need some help regarding the following points:

1- Can you give me some information about the Governmental English & Spanish Schools in Santiago de Compostela for my kids (6 years & 3 Years)? I need to know round figuers about the schools cost or any availble allowances for my kids study.
 
2- Please let me know if there is Governmental Medical Service to cover my wife and my sons? and is it free of charge OR it shall be paid from my side?
 
3- I need to know the average cost for living per month in Santiago De Compostela for a small family of 4 persons including (Rent 2 Rooms Flat, Electricity, Gas, Food & Transportation).
